Yes, I can see C.C.'s shadow. Notice right above Jeremiah's head. Those three strips. That's the shadow of C.C.'s belt on her Black Knights dress. Up at the top left you can see her bangs. It's like she's falling backward. I believe this symbolized her change to the moe C.C.
I figures Shirley would get her own box cover for the episodes to her death.
I'm guessing Kallen probably wont be until just before the last. It would be weird for her to be on the cover for the episodes she's in prison.

she would [probably be in DVD 7 (eps 17-19)
every character is in the DVD where the shine the most (aside from the new R2 characters who are in the eps where they make their real first part of the plot)
in kallens case its eps 18 and 19
thats my theory at least (but its consistent with what we have so far)

I'm surprised that she's wearing that particular outfit on the cover, though. I figured she'd have been depicted in the pink shirt white miniskirt from episode 13. Though, her green dress is a lot more dynamic-looking for poses, as we can see on the cover.
