What is Best Moe Tournament?
Best Moe Tournament is an anime-character popularity vote in form of tournament, which had been held since 2006.
It's currently divided into two categories, Girls' side and Men's side,
and it doesn't hold any profit-making aim.
Entry for tournaments is for Anime-characters, which are mainly from animes of South Korea and Japan.

Participating character standard
All characters from anime (which includes TVA, OVA and movie), which 'started' broadcasting during the set period.
Participating characters must have ego, which includes inorganic being with ego.
When participating anime is OVA or movie, characters from TVA series will be also included.
Characters must "appear in the anime" or "information of character went public", until the final Database checking period.
Characters appear or information went public after the final Database check won't be participating in the tournament.

Checking of illegal voting
One person can vote for only one character for each group.

To prevent any illegal voting, "voting time", "voted character", "auth code", "voter IP" will be saved.
If it is found that someone had voted illegally- which will be identified upon information collected, that vote will be cancelled, and he or she will be banned from any further voting.
About rounds and groups
Tournament will be having 17 rounds:

- Preliminary election - 1st round : 1st preliminary election - 192 characters, 75% of 2nd round will be elected to 2nd elimination round.
2nd round : consolation match of 1st round's losers. 25% of 3rd round, 64 characters will be elected
3rd round : 2nd preliminary election - 96 characters, 75% of final round will be elected.
4th round : consolation match of 3rd round's losers. 25% of 5th round, 32 characters will be elected.
- Final Rounds - 5th round : 128 characters. One group will be made of 4 characters and 2 characters of higher votes will advance.
6th round : - consolation match. Excluded -
7th round : 64 characters. It will be 1 on 1 battle from now on
8th round : - consolation match. Excluded -
9th round : 32 characters
10th round : - consolation match. Excluded -
11th round : 16 characters
12th round : - consolation match. Excluded -
13th round : Quarter-Final
14th round : - consolation match. Excluded -
15th round : Semi-Final
16th round : - consolation match. Excluded -
17th round : The Final match

* Consolation matches from preliminary election will give equal chance to all defeated characters.
* Groups will be randomly generated for each round.
* Match to decide 3rd & 4th place won't be held. It will be automatically decided based upon previous results.
Rules for tie
If tie occurs during tournament, winner will be decided by:

Case - Tie occurs within cut line
E.g. two top characters tie and become two 1st places from group with 2 characters advancing. Both will advance to next round.

Case - Cut line is within tied characters
E.g. Tie occurs in a 4 character 1 group with 2 characters advancing, and tied characters are in second place.

In such case, these rules will be followed:.
1.Of all second places, the lowest voted character may drop out.
1-1. In Moe-Tournament, advancing will be decided by 'winning points'. Lowest voted character from lowest winning points character will be dropped out.
2. If there's no significant low-voted character, it will be decided by total 'winning points' earned.
2-1. this 'winning points' is sum of all points earned.
2-2. e.g. when a character had been first place twice, her total winning points will be 18pt, and one 1st and 1 2nd place will earn total of 17 pt.
3. If winning points are equal too, total votes earned will be calculated.
4. If total votes earned are equal too, character of character seed will be winner (character seed is randomly given out at the beginning of the tournament)
5. If character seeds are equal too, character of higher character number will be winner (prob. of having equal seed is 1/16777216)

A vote using a fake code. You can not distinguish fake votes from valid votes during the match, but finally they are eliminated.
