I am surprised you would think so considering you don't seem to read volumes 10, and v.11 is pretty much Emi-centric.
Thing about Chiho is that she is brave and have great charisma. Everyone loves Chiho and there is general consensus protect her. So protecting her is not something special. Well v.10 imply he does think about her and her confession a lot. As for Emi, she is someone Mao admire and respect most. Unlike Chiho he has no obligation toward her jet at some point he was willing abandon everything (including Chiho) and assume role of evil overlord (and possibly get killed) just for sake to get her out of depression. That says a lot, I think. By volume 11 he starts seeing her as girl rather than hero even.

Alright I might have to reconsider my previous standpoint, while I still can't really rule out Emi dere phase is result of not being herself, with full knowledge of v.11 it seems Maou wishful thinking is bigger problem.
Well considering how complicated Maou and Emi relationship is they will have sooner honeymoon than solving them all.

Man Volume 10 was really the turning point of this story. Emi realizing that she loves Maou and Maou being dere over pretending not to care about Emi. I honestly dont see how Chiho can win against Emi at this point since Emi is the only one that made Maou go dere.

This cant be a harem ending either since Maou doesnt have any romantic relationships with Chiho or Suzuno. The only other ending other than Emi ending is that he ends up with no one which can very well happen. Really scared that the author will leave it open though...

Hmm maybe i was missing something but I didnt really see any hints of Maou treating Chiho anything special compared to others, maybe because most of his attention is focused onto Emi. From gonfier's spoilers, it does seem Emi did fall in love with Maou in the volumes following v11

If nothing else he still didn't rejected her, even though he has hundred and one logical reasons to do so.
As for volumes 12 and later Emi goes dere pretty hard, but there are some personal issues involved, so until translation is out it's hard to say how much is not caused by that.

I think the main reason why Maou didnt reject Chiho is because he probably didnt want to hurt her. As we can tell throughout the novel and especially in v11 where Maou went through roundabout ways to help Emi, he isnt exactly a very decisive person when talking about emotions. At this point, all I hope is the author wont troll us and go with a open ending since Chiho ending seems very unlikely.
