I'm in the camp that's largely indifferent to this arc. I think it comes down to the following points:
The arc is kept afloat by the following:
Daihaseisai still stands as the Railgun manga's peak. But at least I can say that this arc is better than the Dream Ranker Arc (which was impeded by it being a series of disjointed events). Then again, the Dream Ranker Arc was more fun than this one... You know, I guess I really am only reading this for the Angel Dragon... Quote:

I just realized I want Kamisato Kakeru and his World Rejecter to gatecrash this arc and remove Shundan Kimi from existence. I actually hate her character that much.

I lost track of the date on this arc.
At this moment, is Touma still on in Italy dealing with Magicians? Maybe this is the final arc before all things went to hell in the Academy City after God's Right Seat declare war against the Science Side. But really the Kazari part, was unexpected. When we think about it though, it really suits her character. She always has this animosity while being unusually calm towards the person who hurt Ruiko, the first victim was Harumi. Just saying but being a level 5 candidate does not mean they will actually become one, for example,

Regarding Kimi, she is most definitely just going to lose her dragon and have her powers nerfed by the end because her powers come from said dragon. I just hope that Touma appears and just rips it right out of her or something. As for Uiharu, I can't even begin to understand why any of that is happening to her since there has been literally nothing before this arc that alluded to it.

This arc is forgettable. The villain is forgettable(to be honest I forget the name of the girl, I just called her dragon girl), the plot point is forgettable(I forget the whole point of the arc) it's boring. I keep remember other stories that I read the same time as this and I remember them more. Plus the dragon had become exploitable with Uiharu having one( I was WTF there! when it appeared)
I just remember before when remembering the name dragon = aiwass and its supposedly something scary but with how railgun is treating it. spreading dragons everywhere It became cheap. Aiwass will laugh and crowley will cry Its a headache I also miss Kuroko.

The arc is an example of the Magic Side too forcefully integrated into a Science-side story.
Why can't they actually focus on Kimi the person instead of Kimi as the mishmash of Science and Magic? EDIT: Also feeling iffy towards dragging Saten and Uiharu into the frontline. Isn't this something that Mikoto wants to avoid? And if it's for the sake of character development, there's other ways to that end. Uiharu being turned into that thing? I don't like it at all, even if it was explained why. How will they explain that the events here justify the lack of eventfulness in Uiharu's character in the light novels?

Dragons are far from being scientific. And while holistic espers are nothing foreign to the Toaruverse, it's way beyond the established powerlevels in Railgun. There's a reason why it's introduced in Index: the fluctuations of power in the series is par for the course, compared to Railgun where there's very few cases of persistent power aside from the Level 5s.
