Four rust belt states (Michigan, Wisconsin, Ohio and Pennsylvania) essentially tipped the election in Trump's favor. The people in those states both times overwhelmingly voted for Obama, a Democrat, but rejected Hilary and voted Trump. Hence, the term Trump-Obama voters.
