So therefore, if another clone were to show up and acted similar to the Star Festival clone, that clone would come from the moment it was killed and not be the same clone, but have the Rooftop and Star Festival clones' wills in a sense?

Yes.
It seems Kurumi either chooses not to or doesn't have any control period over what moment a clone she makes is from, thus the clone in Star Festival.

They are very, VERY much making up for the lack of Kurumi since volume 11. Now, as much as I'd like for Shidou and Kurumi to get it on and make this one of the LNs making a good, progressive trend of the MC actually doing the deed, a) I don't think this will be one of them other than a potential future epilogue scene where Shidou has kids (assuming he gets together with anyone, of course), and b) if he ever does do it, it'll most likely be with Tohka. But if that's one of the illustrations..................what's the inner-cover fanservice pose illustration going to be??!! Three days til the 18th..... *wrenching pain*

*breathes* Whoa...
This is the kind of image that makes me wonder if Tachibana's actually becoming more daring with the story's fanservice, or atleast which scenes he lets get illustrated. I do have to say that Kurumi's expression does feel a bit OOC though, yet the updated summary we got makes me think in this particular case it might be justified. Unlike last time, Kurumi can't really afford to have the other Spirits end up fighting her.
