Mmm... better to wait the complete chapter, I do have the feeling that any girl showed in the chapter isn't the 5th Level 5, what I can see on that page is Kongo and her lackeys trying to guess who she is.

I wonder if they will really show the the queen's illustration ...... well railgun is publish in Dengeki G's Magazine right? the only latest raw I find for that magazine is from oreimo. issue no 4 and 5. what issue will the new railgun show up?

Maybe the Queen lives somewhere deep underground where there's not a lot of people so that she won't be driven insane by a large amount of minds around her. So, kinda like Mao from Code Geass.
