Anyone remember the very first chapter, where Einhart was going around challenging "masters of various combat styles"? And winning?
The picture shown is Einhart standing over an adult man. So, masters of various combat styles with more experience than her own. Where were all of the current Inter-Middle contestents when she was doing this? Or hell, where were all of the FORMER contestants of previous years, who had grown up and joined the military, criminal gangs, or formal combat dojos? Are the "masters" who can challenge her so few in any age bracket that she just never ran into one? |

To make justice to Einhart, she was "hunting" masters on the local area, while tournament contestants are from various points in the planet(heck, some of them actually came from another planets/dimensions xDU). So there's a possibility that she only encountered masters unrelated to the DSSA on the neighborhood until she fought against Nove.

I wonder whether Lutecia reverts back to her old emotionless self under severe combat pressure. Based on this spoiler , it doesn't even seem like she's being even remotely challenged. Mind you , this is quite unfair . Lutecia's background as a de-facto child-soldier basically means that she likely has far more REAL combat experience then most of her opponents.
One wonders whether active serving TSAB mages may participate in the tournament.... did Nanoha ever participated in that? And I'd imagine Combat Cyborgs are banned. Too imbalanced. |

Not likely I think. Although there seems to be no regulations against TSAB mages participating, Nanoha's skillset and part-time position means she can be called up unexpectedly to work on cases. That wreaks mayhem on participating in scheduled events like tournaments.
Second, Nanoha's fighting style is long-range aerial combat. That tournament ring would be like fighting in a phone booth to her. Fate, with a good range of melee attacks may be able to better adapt to fighting under such restrictions. But that brings us to the next point. Third, do remember that this is the Intermediate-level tournament. There's probably a powerlevel celling for participants. I doubt AAA is within the accepted limits. If there was a veteran/master-level tournament, they might be qualified to enter, assuming the other two issues can be resolved. But whether they can last long against fighters nearly as powerful as themselves and with decades of experience remains to be seen. |

This is an amateur tournament for people who've trained independantly. Having Bureau members, who have been highly trained on government money, participate wouldn't be right. You don't let professionals participate in amateur tournaments. In Lutecia's case there probably isn't a regulation that says "No scientifically enhanced child soldier's allowed."
