A starter weapon could be cheap or starter npc quests could give out starter equipment, so the 1000G is for extra bullets.

The impression I got was that the starter money would be enough for a player to buy a gun & stuff but not enough to buy the kind of quality gun that a player entering the Bullet of Bullet would need to be effective in the contest. Remember, Kirito said from the beginning that entering the BoB was his immediate goal.

This pretty much. Starter money would be enough to buy a light, cheap weapon intended for use against low level monsters. Not a heavy weapon intended for serious PvP which is what Kirito was looking for.

Shinon did say it was enough for a energy weapon. Which would allow new players to start farming.
