It's Kyoto Animation, currently the top notch for artstyle. I guess you won't find something drawn like that so easily. "Suzumiya Haruhi no Yuuutsu" is a suggestion if you haven't watched it (wonderful series, and godly drawn/animated), always by KyoAni.

It's from Yokohama Kaidashi Kikou [2 OVA's in 1998] [2 OVA's in 2002].. but I'm personally more intrested in the currently unlicesed manga :)
