No worries, in the Nanohaverse, the same voice actor can do multiple roles. For example, Shiro and Zafira have the same acter. Subaru's VA appears in 3 places. So basically, use whoever you want!

Background:
Born in the 76th Non-Administered World, Hieronymo, in the Mid-Childan Year 0057, he grew up in a desolate and dangerous place, similar to the 97th Non-Adnimistered World's Old West. His mother, Cassandra Fiorano, died when giving birth to him. His father, Kyle Fiorano, a small spaceship pilot, had to teach Vincent things such as sneaking somewhere, shooting a gun, and piloting a spacecraft, basically surviving in Hieronymo. He found out his magical ability when he was 7, a rare occurrence in Hieronymo, when a couple of people confronted his father and him at a spaceport. His father got into an argument with them, and a shootout began. He was almost about to get hit by a bullet when suddenly, a crimson triangle appeared and blocked the shot. The group that had provoked his father had seen it, and tried to kill him. He managed to block all of their shots, and his father had killed them all, but not before a stray bullet mortally wounded him. At his last dying breath, he told young Vincent to sneak aboard a ship heading for Mid-Childa, and find a way to get into a magic training academy, before giving him a necklace and dying. Following his father's last words, he snuck aboard a cargo ship, the Phateon, and hid in a cargo box for 2 days before setting foot in Mid-Childa. He wandered around for a day, hungry and tired, trying to find a way in. He collapsed on the ground, to be found by a mage, George Darnay. Darnay was also a user of Neo-Belka, and was actually a friend of Vincent's father, when Darnay had to use his father's piloting skills to accomplish a mission involving a crime syndicate. He had seen the boy's necklace, and recognized him as his friend's father. When Vincent woke up, he saw Darnay, and was scared of him at first. Darnay managed to calm him down, and Vincent told everything on what happened. After feeding him some food, Darnay offered Vincent the chance to put him into the TSAB training academy. He accepted, and went in.
At first, he couldn't control the power of his spells, and he was dangerously aggressive in practices. The instructors noted that he had "great ability and power....if he could control it." Students who went up with him were definitely injured, and he was known to play dirty. With the help of Darnay(mainly by scoldings and defeats) and by practicing, he managed to cool down and learn to control the power of his spells. He soon became a top trainee, and he graduated near the top of his class. He was then assigned to the 343rd Surface Corps, and with his skills in sneaking, became a sort of scout for his group. In several missions, he was reported to be an extremely good soldier, but one who used excessive force in situations that could be dealt with easily. He kept serving in the 343rd as Corporal until 0070, when he met Betrüger for the first time.He was with a group of fellow mages when they saw him. His best friend, Enrico Forrestal, made a sudden joke making fun of him. Vincent watched in horror as he turned and saw his best friend being choked and dying without the guy moving even one step. They all attacked him, and every one of them fell suddenly....except Vincent. He managed to fight Betrüger longer, but in the end, the staff he was carrying was cut and he fell to his knees in despair. Betrüger told him "Tell your higher-ups in command that Betrüger is back. And this time, I want the Aces..." before cutting the 13 year-old mage's right arm off, cleanly through near the shoulder joint. Vincent fell to the ground in pain, but he still followed Betrüger until he fell down, nearly unconscious. Struggling to get back, he managed to make it to the reception area of his unit's HQ before falling unconscious. When he came to, a group of officers, including Chrono Harlaown, was in the room he was recuperating in. He was too scared to talk and was going into shock, but Chrono managed to calm the boy down. He told them everything that had happened, and satisfied with the news, all of the officers left. After several hours, a nurse came in and told him news that he still wishes he hadn't heard: His father's friend, George Darnay, who Vincent had accepted as his step-father, had died during a mission he recently accepted, not knowing of Vincent's condition. TSAB mages found his body 2 hours after he left; torn up and diced. What was interesting, though, was that the cut marks were the same as the cut Vincent had when his right arm was cut off., meaning one thing....
Vincent left his unit and TSAB when his wounds were healed, and went back to his home planet of Hieronymo to find out information about Betrüger. In his homeworld, his skill with Neo-Belka magic, his ability to fire a revolver effectively with one arm, and his persistence about Betrüger gave him the nickname of the "One-Armed Hunter". He kept on trying to chase him everywhere, but it seemed that he was gone. 2 years after he left, a magical disruption was found in Hieronymo, and TSAB mages went to find out. What they found was a 15 year-old boy standing near a couple of bodies, a revolver in his left hand, and what appeared to be something where his right arm used to be, with 3 blades out of his shoulder. He was Vincent Fiorano himself, apparently looking like he killed some people with something. He was arrested, strangely without a fight, and was being held while the thing on his arm was being investigated, as well as the incident. When technicians tried to take off the Device, it stuck firm. An examination found out that the Device had grafted itself onto Vincent himself. Vincent himself had felt them pulling on the Device, and they concluded that trying to get the Device out would be the same as cutting his arm off, and so, they examined it with Vincent himself. Vincent was silent through all of this, until he spoke when the technicians finally gave up. He told them that the Device's name was Shell Bullet, and it came to him when he was trying to fight off a group of bandits. Apparently, his father's necklace glowed and the Device formed as an arm. He managed to kill them all, and that is when the TSAB mages found him. This was confirmed when the investigators found his story true. He was free to go, but not before someone approached him.
When he was being released, one person came in. It was Major Alexi Bulgakov of the 216th Special Combat Unit, and he wanted to see Fiorano. He knew Darnay; they were old friends, and he wanted to find Fiorano to convince him to be put into his unit. Fiorano adamantly refused at first, saying that the TSAB had done nothing with Betrüger and he wanted to get him by himself. Major Bulgakov told him that his unit was finding Betrüger, and he needed someone who fought him and lived. Besides, he added, being alone wasn't going to help and Vincent didn't find much either. Fiorano accepted, on one condition: he wanted to fight the Major himself. If he won, he could forget about joining TSAB again. If the Major won, Vincent would join the TSAB again and would be put into a squad of his own choosing. Before the fight, Satoshi saw Vincent, and told him of his chances, which was that there was an extremely small chance he would win. Vincent ignored it at first, saying that the Major was old and "goddamn senile". Satoshi chuckled a bit, and saying that Vincent had every right to believe that and that the fight will be over in 10 seconds, bet him the chance to be leader if he can beat the Major himself, otherwise, he would be in Satoshi's unit, as the third person, and left. Satoshi was right; the fight was about 10 seconds long, with Vincent down on the ground while the Major was cracking his knuckles. After the fight, Vincent came back to the TSAB, and to join Satoshi's squad as Sky 3. Now, he is a Master Sergeant, serving with the 216th and the TSAB. He is still trying to find Betrüger, and hopes for the day when he can finally get him, dead or alive.
Personality:
He's a cocky person, sure of his abilities and convinced that he can take on anyone. He doesn't like it when help comes, although he will give thanks if he really needs it, and is capable of doing things on his own. He seems inflexible, stubborn, and angry to people who have never met him, but he cares about the people that are close to him; he doesn't show it as much. He doesn't like superiors, and hates addressing them as such, except for Satoshi. He tends to send insults and sarcasm to people, and not that much like him. He's also a practical jokester, as he likes to mess with people. He's also an extreme gambler, having a lot of luck for it. In fact, losing to the Major and Satoshi's bets were the only two bets that he lost. In combat, he seems like a lone wolf, but he works well with groups and with a leader that can face him equally. He has a lot of street smarts, and he's pretty good at getting information, whether it's from official or unofficial sources. Inside, he's more devestated than anyone else in the squad, having to face the burden of people dying around him. He never shows it on the outside, but some can tell that he's worried about everyone in his unit, especially with what happened with Betrüger. He also trains excessively whenever he can, almost to the point of collapsing onto the floor.
Device: -Harmonizing Device- "Shell Bullet"
His current device, activated when he was attacked by a bunch of bandits. His father's necklace was actually the Device in it's sealed form. Harmonizing Devices are Armed Devices that improve the user's ability in melee combat. They were experimental Devices that were dropped because the Devices were expensive to make and they were too complex for mass production to be of any use. Apparently, Vincent's father had gotten a hold of one of the last made Harmonizing Devices before their cancellation. His father knew it was a Device, but he couldn't access it, since he had no magical ability. He gave it to Vincent, seeing his ability to use magic. When used, it appears as a orange/red/yellow mechanical arm that has two canards at the front, a small space 1/4th away from where the elbow is, and 3 spikes appearing on his shoulder blade, used for spells. When he released the seal unintentionally, the Device was grafted into his arm, when normally, according to sources from the Infinitum Library, it would have covered his right arm. Since it is grafted, Vincent cannot put it back into it's sealed form, but Shell Bullet has a sort of "Standby" mode where th canards and the blades disappear, and combining magic and holographs, can look and feel like if his right arm was always there. Being a form of an Armed Device, it can use cartridges, but the cartridges are loaded and ejected from the same port. Shell Bullet has 3 forms: Faustform (Fist Form), which is the default setting and what Vincent uses most, Blattform (Blade Form), in which the fist is turned into a blade that Vincent can use and uses 2 cartridges to use, and Leitungform (Wire Form), in which part of the arm disconnects from the small space mentioned above, and Vincent controls the detached part with extremely small magic wires, allowing him to attack at long range and at weak spots. Leitungform also needs 3 cartridges to activate. Its AI is also unusual of normal Armed Devices, it is a male AI.
Fighting Style:
He fights hard and hits hard, too. He usually disregards tactics and would like to just go in and take everyone on, which pisses Satoshi off sometimes, but usually, the effect turns out for the better. He always uses cartridges and spells, and always going a bit excessive all of the time. He used to believe that "the best defense is a good offense", but when he got beaten by the Major using that tactic, he started to use some defense spells. He still relies on force, but he also has some defensive abilities. Speed is not a concern for him, and he doesn't have much speed-type spells. For a 17-year old, he can also take a lot of punishment.
Barrier Jacket:
His Barrier Jacket is a firebrick-colored shirt covered with a dim gray jacket that has a sleeve for only the left arm. The left shoulder is covered with a light gray shoulder pad while the right shoulder has a red one with 3 holes for the blades. He also wears dark gray pants and black shoes. He has a black fingerless glove on his left hand with a cross-shaped opening at the top.

Sprinten sie Schnell (Quick Sprint): Vincent can move extremely fast for a short time. He uses this as a precursor for fast attacks.
Hresvelgr: Vincent's flying spell, magical eagle-like wings form on his back.
Explosion: Not a spell, but just something Shell Bullet says when loading a cartridge.
Fluch...(Damn...): Also not a spell; Shell Bullet says that when having to reload completely.
-Offensive:
Stoßwelle Gewehrkugel (Shockwave Bullet): One of the blades detracts back to his shoulder, and he punches a target or the ground, making a shockwave in the process.
Zerstörende Gewehrkugel (Destroying Bullet): Two blades detracts back to his shoulders, and his punch can now destroy AMF fields and small/medium sized objects, but doesn't penetrate heavy objects. Uses 2 cartridges.
Auswischen der Gewehrkugel (Obliterating Bullet): All three blades detract back to his shoulders, and he can seriously damage large buildings and pierce through AMF fields like butter with his fist. Uses 4 cartridges.
Schrotflinte Faust (Shotgun Fist): Vincent shoots a spread of magical projectiles at close range with Shell Bullet's fist.
Feuer-Anstürme (Fire Rush): Using Quck Sprint, Shell Bullet becomes covered in flames, and Vincent uses it to attack in a X-pattern. Uses 2 cartridges.
Maschinegewehr Faust (Machine Gun Fist): Vincent turns Shell Bullet's hand extremely fast while shooting small projectiles, making a rapid rate of fire. Uses 2 cartridges.
Scharfschütze Faust (Sniper Fist): Using Quick Sprint, Vincent targets weak spots and hits them rapidly, keeping track of where to hit.
Beleuchtung Blatt (Lighting Blade): Shell Bullet in Blattform becomes covered in electricty, and Vincent uses it with Quick Sprint to attack an enemy. He has to stop and rest a bir after the attack to discharge fully. Uses 3 cartridges.
Feuerschlag (Fire Strike): Vincent covers Shell Bullet in Blattform with fire and stabs the target with quick strikes before a final stab. Uses 1 cartridge.
Bohrgerät Blatt (Drill Blade): In Blattform, Shell Bullet's blade spins to make a drill, used by Vincent to pierce targets and damage them afterwards. Uses 2 cartridges.
Spatz Flieger (Sparrow Flyer): Vincent makes 4 bullet-shaped projectiles, then hits all of them with Shell Bullet in Blattform. The projectiles seem to go off in random directions, but all of them hit at the same place.
Rakete Blatt (Rocket Blade): Using Quick Sprint, Vincent goes back to a distance of 100-250 feet and makes a high-speed stab at the target.
Leitung Flugkörper (Wire Missile): In Leitungform, Vincent sends out Shell Bullet to pierce a target, like a TOW missile.
Leitung Knall (Wire Blast): While in Leitungform, Vincent shoots magical projectiles from the tips of Shell Bullet's fingers for an attack in unexpected places.
Leitung Kehrmaschine (Wire Sweeper): In Leitungform, Vincent sweeps the ground, spinning fast to catch people off-guard and tripping them.
Napalm Death: An exteremely powerful fire-based attack that can seriously damage or kill a target instantly, but Vincent needs to stop moving for a while to let Shell Bullet cool down. Uses 7 cartridges.
Gram: In Blattform, the blade extends to a normal sword's length, allowing Vincent to attack at a greater range than normally. Uses 4 cartridges.
Mjolnir: In Leitungform, the detached part becomes covered with lighting, and Vincent swings it around, hitting targets, before smashing it down, causing an electrical shockwave. Vincent needs to be stationary to descharge for a short time. Uses 6 cartridges.
-Defensive:
Panzerschild (Tank Shield): Blocks all magical attacks coming from one direction with a triangular magical shield.
Riesigesschild (Giant Shield): Vincent makes a joined diamond-shaped shield using Shell Bullet itself. Besides its wide area and strong defense, Vincent can also use it as an offensive weapon, hitting targets with it. Uses 2 cartridges.
Kettenverbindung Wand (Chain Link Wall): Using the wires from Leitungform, he makes a wall of wires that has moderate defense, but is flexible.
Flamme-Sperre (Flame Barrier): Vincent makes a barrier of fire that burns targets if they touch the barrier itself. Weak at the bottom of the barrier itself. Uses 1 cartridge.
Gegenangriff (Counter-Attack): Vincent makes an attack to cancel out others; he has to be in a stationary position to focus, though.
-Binds
Leitung Bindung (Wire Bind): Vincent wraps up a traget by swinging Shell Bullet in Leitungform, circling around the target, then grab the other part of Shell Bullet. Vincent can get the wires broken, leaving him defenseless for a short time.
Trivia:
-He's a fan of what the 97th Non-Administered World calls "rock music". His favorite band is one called "Queen".
-He can play a guitar pretty well, and likes doing so in his free time besides training.
-One of his most used tricks is to fake cutting his whole "right arm" off when it's just Shell Bullet going into Leitungform, since not that much people know about what happened to his true right arm. For extra effect, he uses fake blood. The last time he did this, he was near the Aces themselves with Satoshi and Sydney eating. When he did that, Sydney fainted, Nanoha screamed, Fate ran away, Hayate backed away, visibly scared, all while Satoshi just sat there, looking at Vincent with disappointment.
-He's rumored to carry around 2 conventional revolvers hidden with him. If he does, he's got them well hidden, as there's no evidence that he does have them.
-There's only one superior besides Satoshi that Vincent respects: Admiral Chrono Haralown.
-He also has a soft spot for young children, although he adamantly denies it all the time.
-He's not a fan of anime, although he will watch it if there's nothing else interesting.

Biography:
Mai Enna was first encountered by the 79th Army Battalion on October MC0071, on the 97th NAW Earth, Japan, after investigations of numerous unexplained psychic incidents prompted a TSAB probe into the matter. These incidents varied across different cases, all containing demonic encounters, whether directly or indirectly, which appear to have been magical in nature, all which have lead to the victims experiencing severe psychological trauma. Further investigations also pointed to sightings of a young girl present in all the incidents. At the same time, a popular urban legend was constantly brought into the investigation, about a service, named “The Hotline to Hell”, that promised people retribution against their enemies for a price, represented by a young girl, whose description was similar to those of the girl sighted in the current investigation. As such, she was given the moniker “Hell Girl” by the investigation team, and became the primary focus of the investigation.
Initial attempts to capture the girl for questioning were unsuccessful, owing to the girl’s seemingly ethereal nature, which made her incredibly difficult to pin down. A break in the investigation came with the arrival of Enforcer Fate Testarossa Haraown’s assistance, who provided valuable tactical advice and techniques for tracking and capturing the girl. The first engagement occurred only two weeks later, after an extensively planned ambush had been prepared in the area around Shiba Park, which had the most numerous occurrences of demonic incidents in the past. The plan was to use passive tracer spells that would activate when a mage entered the area surrounded by the barrier, tagging them and allowing for their continuous tracking, thus bypassing any stealth, illusion or teleportation spells.
The operation worked as planned, and the girl was soon tagged. The team had underestimated the girl’s abilities though, and she transformed herself into what can only be described as a Balrog-class Demon. It would take several hours before the Demon was subdued using a combination of heavy coordinated buster spells, which destroyed the Demon, reverting back into the little girl; and it would take another several hours before the girl herself was subdued, owing primarily to the efforts of Enforcer Haraown and Privates Remington Smith and Colt Wesson.

It was later discovered that Mai been in possession of a Lost Logia called the Crozius Maleficus, and had been imitating the Hotline to Hell service by using the power of this Lost Logia, using a combination of illusion spells and demonic summons to exact revenge for her clients, whom she contacted via mobile cellular phones. However, her overuse of demonic magics soon consumed her, and she was taken over by the malevolent program of the Crozius Maleficus, and transformed into the Balrog-class Demon that the team fought. The destruction of the Demon also destroyed the Lost Logia, thus ensuring that such an event will never occur in the foreseeable future.

Overall, I've noticed that a lot of people love using Takehito Koyasu-sama as a particular casted member. Well, not that I can blame anyone since I too am guilty, so is the anime industry. He is the guy with the most voicing roles after all. His charismatic voice that can range from serious to alluring to wackishly comical can literally be in every genre.
@Aaron go ahead with what you think is alright for the Caster-scenario. It's always interesting to add some extra "spark" to things. I mean, it's not like they'll go anywhere legit.........right?
And once again, this is mildly spoiler, but my Zero/Saga report did mention that his appearance is rare as hell. Well, this are the type of reasons.
It's mildly related to the Caster scenario, but it's no biggie until Saga actually gets into the game so do as you all wish on how you want to expand it. After all, flexibility is key.

Born in the 76th Non-Administered World, Hieronymo, in the Mid-Childan Year 0057, he grew up in a desolate and dangerous place, similar to the 97th Non-Adnimistered World's Old West. His mother, Cassandra Fiorano, died when giving birth to him. His father, Kyle Fiorano, a small spaceship pilot, had to teach Vincent things such as sneaking somewhere, shooting a gun, and piloting a spacecraft, basically surviving in Hieronymo. He found out his magical ability when he was 7, a rare occurrence in Hieronymo, when a couple of people confronted his father and him at a spaceport. His father got into an argument with them, and a shootout began. He was almost about to get hit by a bullet when suddenly, a crimson triangle appeared and blocked the shot. The group that had provoked his father had seen it, and tried to kill him. He managed to block all of their shots, and his father had killed them all, but not before a stray bullet mortally wounded him. At his last dying breath, he told young Vincent to sneak aboard a ship heading for Mid-Childa, and find a way to get into a magic training academy, before giving him a necklace and dying. Following his father's last words, he snuck aboard a cargo ship, the Phateon, and hid in a cargo box for 2 days before setting foot in Mid-Childa. He wandered around for a day, hungry and tired, trying to find a way in. He collapsed on the ground, to be found by a mage, George Darnay. Darnay was also a user of Neo-Belka, and was actually a friend of Vincent's father, when Darnay had to use his father's piloting skills to accomplish a mission involving a crime syndicate. He had seen the boy's necklace, and recognized him as his friend's father. When Vincent woke up, he saw Darnay, and was scared of him at first. Darnay managed to calm him down, and Vincent told everything on what happened. After feeding him some food, Darnay offered Vincent the chance to put him into the TSAB training academy. He accepted, and went in.
At first, he couldn't control the power of his spells, and he was dangerously aggressive in practices. The instructors noted that he had "great ability and power....if he could control it." Students who went up with him were definitely injured, and he was known to play dirty. With the help of Darnay(mainly by scoldings and defeats) and by practicing, he managed to cool down and learn to control the power of his spells. He soon became a top trainee, and he graduated near the top of his class. He was then assigned to the 343rd Surface Corps, and with his skills in sneaking, became a sort of scout for his group. In several missions, he was reported to be an extremely good soldier, but one who used excessive force in situations that could be dealt with easily. He kept serving in the 343rd as Corporal until 0070, when he met Betrüger for the first time.He was with a group of fellow mages when they saw him. His best friend, Enrico Forrestal, made a sudden joke making fun of him. Vincent watched in horror as he turned and saw his best friend being choked and dying without the guy moving even one step. They all attacked him, and every one of them fell suddenly....except Vincent. He managed to fight Betrüger longer, but in the end, the staff he was carrying was cut and he fell to his knees in despair. Betrüger told him "Tell your higher-ups in command that Betrüger is back. And this time, I want the Aces..." before cutting the 13 year-old mage's right arm off, cleanly through near the shoulder joint. Vincent fell to the ground in pain, but he still followed Betrüger until he fell down, nearly unconscious. Struggling to get back, he managed to make it to the reception area of his unit's HQ before falling unconscious. When he came to, a group of officers, including Chrono Harlaown, was in the room he was recuperating in. He was too scared to talk and was going into shock, but Chrono managed to calm the boy down. He told them everything that had happened, and satisfied with the news, all of the officers left. After several hours, a nurse came in and told him news that he still wishes he hadn't heard: His father's friend, George Darnay, who Vincent had accepted as his step-father, had died during a mission he recently accepted, not knowing of Vincent's condition. TSAB mages found his body 2 hours after he left; torn up and diced. What was interesting, though, was that the cut marks were the same as the cut Vincent had when his right arm was cut off., meaning one thing....
Vincent left his unit and TSAB when his wounds were healed, and went back to his home planet of Hieronymo to find out information about Betrüger. In his homeworld, his skill with Neo-Belka magic, his ability to fire a revolver effectively with one arm, and his persistence about Betrüger gave him the nickname of the "One-Armed Hunter". He kept on trying to chase him everywhere, but it seemed that he was gone. 2 years after he left, a magical disruption was found in Hieronymo, and TSAB mages went to find out. What they found was a 15 year-old boy standing near a couple of bodies, a revolver in his left hand, and what appeared to be something where his right arm used to be, with 3 blades out of his shoulder. He was Vincent Fiorano himself, apparently looking like he killed some people with something. He was arrested, strangely without a fight, and was being held while the thing on his arm was being investigated, as well as the incident. When technicians tried to take off the Device, it stuck firm. An examination found out that the Device had grafted itself onto Vincent himself. Vincent himself had felt them pulling on the Device, and they concluded that trying to get the Device out would be the same as cutting his arm off, and so, they examined it with Vincent himself. Vincent was silent through all of this, until he spoke when the technicians finally gave up. He told them that the Device's name was Shell Bullet, and it came to him when he was trying to fight off a group of bandits. Apparently, his father's necklace glowed and the Device formed as an arm. He managed to kill them all, and that is when the TSAB mages found him. This was confirmed when the investigators found his story true. He was free to go, but not before someone approached him.
When he was being released, one person came in. It was Major Alexi Bulgakov of the 216th Special Combat Unit, and he wanted to see Fiorano. He knew Darnay; they were old friends, and he wanted to find Fiorano to convince him to be put into his unit. Fiorano adamantly refused at first, saying that the TSAB had done nothing with Betrüger and he wanted to get him by himself. Major Bulgakov told him that his unit was finding Betrüger, and he needed someone who fought him and lived. Besides, he added, being alone wasn't going to help and Vincent didn't find much either. Fiorano accepted, on one condition: he wanted to fight the Major himself. If he won, he could forget about joining TSAB again. If the Major won, Vincent would join the TSAB again and would be put into a squad of his own choosing. Before the fight, Satoshi saw Vincent, and told him of his chances, which was that there was an extremely small chance he would win. Vincent ignored it at first, saying that the Major was old and "goddamn senile". Satoshi chuckled a bit, and saying that Vincent had every right to believe that and that the fight will be over in 10 seconds, bet him the chance to be leader if he can beat the Major himself, otherwise, he would be in Satoshi's unit, as the third person, and left. Satoshi was right; the fight was about 10 seconds long, with Vincent down on the ground while the Major was cracking his knuckles. After the fight, Vincent came back to the TSAB, and to join Satoshi's squad as Sky 3. Now, he is a Master Sergeant, serving with the 216th and the TSAB. He is still trying to find Betrüger, and hopes for the day when he can finally get him, dead or alive.
Personality:
He's a cocky person, sure of his abilities and convinced that he can take on anyone. He doesn't like it when help comes, although he will give thanks if he really needs it, and is capable of doing things on his own. He seems inflexible, stubborn, and angry to people who have never met him, but he cares about the people that are close to him; he doesn't show it as much. He doesn't like superiors, and hates addressing them as such, except for Satoshi. He tends to send insults and sarcasm to people, and not that much like him. He's also a practical jokester, as he likes to mess with people. He's also an extreme gambler, having a lot of luck for it. In fact, losing to the Major and Satoshi's bets were the only two bets that he lost. In combat, he seems like a lone wolf, but he works well with groups and with a leader that can face him equally. He has a lot of street smarts, and he's pretty good at getting information, whether it's from official or unofficial sources. Inside, he's more devestated than anyone else in the squad, having to face the burden of people dying around him. He never shows it on the outside, but some can tell that he's worried about everyone in his unit, especially with what happened with Betrüger. He also trains excessively whenever he can, almost to the point of collapsing onto the floor.
Device: -Harmonizing Device- "Shell Bullet"
His current device, activated when he was attacked by a bunch of bandits. His father's necklace was actually the Device in it's sealed form. Harmonizing Devices are Armed Devices that improve the user's ability in melee combat. They were experimental Devices that were dropped because the Devices were expensive to make and they were too complex for mass production to be of any use. Apparently, Vincent's father had gotten a hold of one of the last made Harmonizing Devices before their cancellation. His father knew it was a Device, but he couldn't access it, since he had no magical ability. He gave it to Vincent, seeing his ability to use magic. When used, it appears as a orange/red/yellow mechanical arm that has two canards at the front, a small space 1/4th away from where the elbow is, and 3 spikes appearing on his shoulder blade, used for spells. When he released the seal unintentionally, the Device was grafted into his arm, when normally, according to sources from the Infinitum Library, it would have covered his right arm. Since it is grafted, Vincent cannot put it back into it's sealed form, but Shell Bullet has a sort of "Standby" mode where th canards and the blades disappear, and combining magic and holographs, can look and feel like if his right arm was always there. Being a form of an Armed Device, it can use cartridges, but the cartridges are loaded and ejected from the same port. Shell Bullet has 3 forms: Faustform (Fist Form), which is the default setting and what Vincent uses most, Blattform (Blade Form), in which the fist is turned into a blade that Vincent can use and uses 2 cartridges to use, and Leitungform (Wire Form), in which part of the arm disconnects from the small space mentioned above, and Vincent controls the detached part with extremely small magic wires, allowing him to attack at long range and at weak spots. Leitungform also needs 3 cartridges to activate. Its AI is also unusual of normal Armed Devices, it is a male AI.
Fighting Style:
He fights hard and hits hard, too. He usually disregards tactics and would like to just go in and take everyone on, which pisses Satoshi off sometimes, but usually, the effect turns out for the better. He always uses cartridges and spells, and always going a bit excessive all of the time. He used to believe that "the best defense is a good offense", but when he got beaten by the Major using that tactic, he started to use some defense spells. He still relies on force, but he also has some defensive abilities. Speed is not a concern for him, and he doesn't have much speed-type spells. For a 17-year old, he can also take a lot of punishment.
Barrier Jacket:
His Barrier Jacket is a firebrick-colored shirt covered with a dim gray jacket that has a sleeve for only the left arm. The left shoulder is covered with a light gray shoulder pad while the right shoulder has a red one with 3 holes for the blades. He also wears dark gray pants and black shoes. He has a black fingerless glove on his left hand with a cross-shaped opening at the top.

Rakete Blatt (Rocket Blade): Using Quick Sprint, Vincent goes back to a distance of 100-250 feet and makes a high-speed stab at the target.
Leitung Flugkörper (Wire Missile): In Leitungform, Vincent sends out Shell Bullet to pierce a target, like a TOW missile.
Leitung Knall (Wire Blast): While in Leitungform, Vincent shoots magical projectiles from the tips of Shell Bullet's fingers for an attack in unexpected places.

Napalm Death: An exteremely powerful fire-based attack that can seriously damage or kill a target instantly, but Vincent needs to stop moving for a while to let Shell Bullet cool down. Uses 7 cartridges.
Gram: In Blattform, the blade extends to a normal sword's length, allowing Vincent to attack at a greater range than normally. Uses 4 cartridges.
Mjolnir: In Leitungform, the detached part becomes covered with lighting, and Vincent swings it around, hitting targets, before smashing it down, causing an electrical shockwave. Vincent needs to be stationary to descharge for a short time. Uses 6 cartridges.
-Defensive:
Panzerschild (Tank Shield): Blocks all magical attacks coming from one direction with a triangular magical shield.
Riesigesschild (Giant Shield): Vincent makes a joined diamond-shaped shield using Shell Bullet itself. Besides its wide area and strong defense, Vincent can also use it as an offensive weapon, hitting targets with it. Uses 2 cartridges.
Kettenverbindung Wand (Chain Link Wall): Using the wires from Leitungform, he makes a wall of wires that has moderate defense, but is flexible.
Flamme-Sperre (Flame Barrier): Vincent makes a barrier of fire that burns targets if they touch the barrier itself. Weak at the bottom of the barrier itself. Uses 1 cartridge.
Gegenangriff (Counter-Attack): Vincent makes an attack to cancel out others; he has to be in a stationary position to focus, though.

Leitung Bindung (Wire Bind): Vincent wraps up a traget by swinging Shell Bullet in Leitungform, circling around the target, then grab the other part of Shell Bullet. Vincent can get the wires broken, leaving him defenseless for a short time.
Trivia:
-He's a fan of what the 97th Non-Administered World calls "rock music". His favorite band is one called "Queen".
-He can play a guitar pretty well, and likes doing so in his free time besides training.
-One of his most used tricks is to fake cutting his whole "right arm" off when it's just Shell Bullet going into Leitungform, since not that much people know about what happened to his true right arm. For extra effect, he uses fake blood. The last time he did this, he was near the Aces themselves with Satoshi and Sydney eating. When he did that, Sydney fainted, Nanoha screamed, Fate ran away, Hayate backed away, visibly scared, all while Satoshi just sat there, looking at Vincent with disappointment.
-He's rumored to carry around 2 conventional revolvers hidden with him. If he does, he's got them well hidden, as there's no evidence that he does have them.
-There's only one superior besides Satoshi that Vincent respects: Admiral Chrono Haralown.
-He also has a soft spot for young children, although he adamantly denies it all the time.
-He's not a fan of anime, although he will watch it if there's nothing else interesting.

Cut again; Rancer runs in stunned flanked by Ivey, Reiz, Nova, Halley and May. Another blink, and the rest of the OCs form a triangle behind a stern-faced Keroko. We catch sight of the Silvana, then an overhead shot of the seaside Velka SAR Yzak Base (which is what you see in the linked video ).

I think that Lyrical change really fits, cos look at what we're doing, porting every single magic-related anime in existence into one super-powered package. Did I miss anything? How can I improve it? Comments please!
