More likely that the Tau drive Trans Am renders the unit dead in the water once it runs out, since it has no way of replenishing it's own power supplies. So I predict either Graham breaks off attack because Setsuna is injured, or he runs out of juice after a pitched battle and falls like a rock to the ground.
And the reason you recall all your troops now, is because you need as many units as possible to deal with the coup instead of getting them blown up attacking CB then not having enough. The situation with the coup is unknown, so it's best to not take chances. They can always build more units later, as CB had their repair facilities in space destroyed now, and doesn't have anywhere to run to on the ground either.
Or: Because it makes a good plot device -- just like Setsuna letting Ali get away like 8x now
