The whole ATSF debate was done to the death already. The Americans had a very good reason for choosing the F-22, and YF-23 isn't as super-awesome as people imagine.
And we all know that as former Navy pilot, Yuuya would pick F-14 over YF-23 all day, every day. Meanwhile, have some Yui-waifu:

Just to keep it short:
- Too advanced to be sold. Plus, there's no way of telling whether the U.S Divers do actually use F-15s (Chicken Divers being centered on U.N). That's of course going around the whole point that America doesn't do Hive Infiltrations, and the whole Ouka business was an emergency. For all we know, they could have been riding Raptors. - Prominence: They already sent Raptors. Plus, it's completely useless and wasteful to send something out to testing if you're not planning to develop the same concepts that YF-23 represented. *Most definitely* USA doesn't others to learn from it. This is Grimdark universe. F-4s are most likely retired from U.S forces. Probably got thrown to the U.N. In keeping with TSF thematic, some Carnelian-sama's Katia and Muv-Luv's finest character:

Still in therm of design TSF YF 23 >>>>> F 22
Plus YF 23 has 4 mount pylons that a big plus 2 assault rifle/ 2 swords /and take your pick on the arms dual guns for more dakkaka or more swords for more beta sushi I am scratching my head after reading TSFIA about what they did the YF 23 , they could be used for specialized units special forces etc or test beds to further research new systems and such (Hears Yuuya screaming bloody murder after knowing what happen to the two YF 23 ......
