Considering how a huge portion of the readers of these types of stories is single lonely young men, who can't get a girlfriend....

The world today: too many people of lower intelligence bracket having too many children, and many people of higher intelligence brackets not having any children at all.
Maybe one day Japan will be in a severe enough crisis that they will end up doing something like in Bright World Project, or similar to force people to have children.
