I must have watched that scene hundred times back in the day. If the big glowing Vergil standing behind him wasn't enough indication, they were clearly showing their similarities with that line. Vergil couldn't protect his mother, that's why he wanted power. Nero found himself in a similar situation before with Kyrie.

As for Nero's Devil Trigger, you're correct that it is a projection of himself, not Vergil. It was in a form of floating spirit due to the game being rushed so they haven't completed the DT model. From this artbook scan, we can see that originally it is intended to have a dark blue-red color scheme similar to Nero's clothing. The light blue shade we see in the game + the incorporated Yamato sheath with the left arm are what made us assume it's Vergil. I hope in DMC4SE we'll have some story alterations and not just having Vergil running around Nero / Dante's maps although I'm still fine with the latter.
