Actually, I think "Suze-Q" should be "Li Xing-ko" (or however you'd feminize his name), since her bangs and eye color are more akin to Xing-ke's.

The picture isn't showing for me. Anyway, I was under the impression that the one in blue was Luluko, and the one holding Cheese-kun was a female Xing-ke. I've seen this picture in other places and it was tagged as being Xing-ke. Beyond that, the eye color matches official art of Xing-ke much more than Lelouch.

In fact, I may be imagining things but I think their skin colors are similar as well. At the very least, the girl holding Cheese-kun has a slightly darker skin tone than the girl in blue, and I think this was deliberate as the original of the picture featured C.C. holding Cheese-kun, and I believe she was more fair skinned.

Not sure what happened, but it should work now.

Anyhoo, the bloger that posted the altered official image labeled the cheese-kun holding feme-fatal as Luluko.

She could just as easily be interpretted to be Xingke or whoever.
The one that replaced Shirley in that picture is Suze-Q (a female Suzaku) and considering the volume of Suzaku x Lelouch offical artwork that exists, it makes more sense that she would be laying on Luluko rather than a female Xingke.
Granted the redo of that picture isn't as perfect as some would like, but it works for its intended purpose.
