I'm guessing it took this long because of the content in the Manga.

Season 1 covered the first 37-38 chapters in the Manga, with having 12 episodes. That's roughly 3 chapters per episode.

As for what arcs Season 2's going to cover, I don't know. But here are my guesses:

I don't agree with Satellizer being the reason that Freezing s1 was bad but Ganessa is one of my favourite characters from that show :3

yes!! More naked girls and boooo!!! stupid guy. When will they kill the useless guy? I dropped the manga because I can't take it anymore the stupidity of that guy. Chiffon cake isn't enough reason for me to stomach how irritating it is.

Remember that Season 1 covered the first 37-38 chapters with 12 episodes, that's roughly 3 chapters per episode. But this is all just a hunch on my part. *No guarantees.*
