Yes, there obviously is since all hardsubs are "softsubs" at first... It involves reencoding the video though so you need Virtualdub or MeGUI or something.

For the 25% or so of us running Macs, Quicktime Pro with Perian will export softsubs utterly painlessly. Just pick the format you want, it'll combine the subs and video track automatically.

If you use mencoder (as I do on Linux), adding "-slang en" to the list of command-line switches will pick the English subtitle track and encode it into the video. You might need to play around with some of the -ass or -subfont scaling switches if the subs are too big the first time through.
I usually include "-alang jpn -slang en" in my mencoder scripts to make sure I get the right tracks.
