Which plan are you speaking of? Is it the plan that Haruka stopped (by destroying the rocket) which was going to cause the 2nd Invertia OR is the plan that the GBA is trying to put into motion now?

kirin 's design has change quite a bit since volume 11, it took me a sec to figure that was her on the cover.
