The author could've left Rubia's feelings for Kamito a mystery (i.e: not write in the monologue about just that that appeared this volume) and no one would've batted an eye. The fact that he decided to have the story as a whole actively acknowledge her feelings implies to me he intends to add in some sort of payoff regarding her dynamic with Kamito. Of course, I could be reading too much into it.
