That scene is from a DVD extra. I imagine that this probably isn't the sort of thing they'd want to broadcast after all.

After seeing the full clip, it seems Rika refuses to lose to Mion. In other words, she secretly vows to have a larger bust than her. At least, that is my interpretation.
