Err, they do meet again, as she's apparently the final "key" to the lock that was placed on his memories because of the accident he was in. That said, really, just Airi? No one commented on how Kayo and Hiromi are apparently married? Truly?

That someone else is Hiromi, one of the killer's other victims. Having them marry up and having a baby (whose name translates to 'future') is poetic justice at its best rewarding Satoru's efforts.

I really do hope he can at least end up with Airi, but then there is Chapter 39 and I don't quite understand how I am supposed to take that.
