I was also reminded of Yukikaze, but in my case it was one of the serial stories that I don't think was adapted as part of the OVA. Though it's also been so long since I watched the OVA that I actually forgot about the part you mentioned.

I don't know the character, but I would guess that the plane behind her is

either a Sukhoi Su-33 or Su-37. As far as I know those are the only two Russian Flanker variants that were produced* with both a single seat cockpit and canards. There's also the Shenyang J-15, but I'm presuming the character is Russian.

*Actually the Su-37 was a one of prototype converted from a Su-27 rather then a production model.
