There's tons of ecchi anime out there. For a specification as simple as this, surely you could do the work yourself?

If you liked Zero no Tsukaima, then you'll like Shakugan no Shana.
If you also liked DearS then you will like Sora no Otoshimono.

Anyway, you could try Divergence Eve or Godannar for something ecchi with a sci-fy feel to it.

I'll suggest Seto no Hanayome and Chokotto Sister. The first is fairly low-key from an ecchi standpoint but very funny and occasionally quite dirty. The second will forever change the way you think about chocolate-covered bananas.

If you're OK with loli, I'll second Chocotto Sister and add Battle Programmer Shirase (which is also the only show I know that apologized for not going longer to the FANSUBBING community). Also, might want to try Maids v. Butlers and Girls High (that's the licensed name for Joshi Kousei).
Aside from that, there's Da Capo, 11Eyes, Air Gear, Love Hina, UFO Ultramaiden Valkyrie, and, since I'm guessing from Aki Sora that you're OK with not-quite-hentai, Canvas ~Motif of Sepia~.

BTW, Enzo, the guy's watched KissXSis. After Mikazuki's little presentation in TV ep 3, I don't think that anyone could think of choco bananas in any OTHER way. Although it really made me doubt the idea of using PLAIN CHOCOLATE there, rather than WHITE chocolate.

A girl sitting dazed with brown stuff dripping all over her doesn't look good to me.

Oh, one more that must be mentioned: High.School.Of.The.Dead. I know it's crazy, but I think with the way things are going they could actually beat Strike Witches in number of panty shots, and the bounce counter broke down completely. Add to that the fact that everyone's on the run from zombie armies, so there's almost never time to get a change of clothes, meaning the outfits get smaller and more torn up all the time. If you can take the blood and gore, this is a definite win. Another bloody ecchi, this one complete and out in the US, is Elfen Lied.

Oh yeah, if you've got a very, VERY strong stomach you might try Eiken. You'll have nightmares of massive mammaries afterward, but it's definitely ecchi comedy.
Also, try Najica Blitz Tactics. This one has action and panties and mystery and panties and panties and.............
And of course Strike Witches, which I mentioned earlier. Just look at Funimation's advertising line: "It's a bird! It's a plane! It's... a girl with no pants!!??"

Well if he is looking for "ecchi" then the anime Shakugan no Shana doesn't contain much of those, only the Light Novel Shana holds "ecchi" to no limit.

I third "Highschool of the Dead" this has been #1 on the most "ecchi" animes so far and its not even done
