Yes, there will be both the 2 OVA's and the new season series from fall.
Both will be animated by SHAFT, so it will look different from the first anime series done by Xebec. For those interested, I have translated the gist of the Spring OVA below. Do not click if you do not want to be spoiled. Spoiler for Negima Spring OVA:

Neither are to be broadcast but shown as OVAs at special events this spring/summer. I'm assuming they're going to release the damn things at some point, possibly as "hype" near the start of the second season??

New TV series to air from autumn! The anticipated anime title: Negima!? Why the "!?"? To find out, go to the next page! Comment from Akamatsu-sensei: "I am already excited! I had high expectations of Director Shinbou and Playwrighter Kanemaki from before, but upon seeing the Negima! Spring OVA, I was astounded! I was totally overcome by its quality, which exceeded my expectations. As for the TV series, I have heard that the storyline will develop strongly with original elements, therefore I cannot predict how far Negima!? will evolve (lol). Staff and seiyuu alike are exuberant and doing their best. There's no doubt that this will become an outstanding anime! Together with the summer event, let's make this year an exciting one!!" page 2 Showcasing the newborn Negi and the 31 classmates!! The wait has ended on a surprising note! What is the meaning of the title "Negima!?"? Interview with Director Shinbou Akiyuki. "I'll be happy if people were surprised upon seeing the "!?" in the title. It means that this will be different from the original story. This time around, along with Akamatsu-sensei's intentions, it will have a strong original flavor! Although I can't comment on the contents, I'll let you on one thing, which is that the "card" will be used. Details are confidential, though (lol). Also, I'd like for you to remember one keyword: Chupacabra! This comes out in the Spring OVA too, so use your imagination and look forward to seeing how it will unfold in the plot!" The new TV series is going to be something amazing! According to classified information, the new series will be full of original episodes, somewhat different from the original story! Since page one is all about the TV series, I think that we can expect this series to stay true to the manga when it comes to

Yeah, I have to admit I like those pictures of the art designs better than some of the earlier ones, maybe it's just the perspective .. won't really know I guess until I see it moving, but I like that art a lot.

The official site for the Negima!? second TV series has opened. Not much info save that broadcast will start from fall, and that an event will be held on September 17, probably a pre-screening of the new series plus the premiering of the Summer OVA, therefore my posts of above may help complement it.
The limited edition of tankoubon volume 15, to be released on August 16, will contain a DVD of the digest version of the Spring OVA. The new designs by SHAFT and the original based storyline may draw the ire of the Negima! manga purists who weren't content with the first season, but it looks like the new Negima will be one of the main attractions for the hot fall season.

I've got no problem with art style differences if they keep the animation quality decent and produce a story that makes an iota of sense (even if it involves blenderizing some of the manga story arcs).

Hmm, i bet the animation for the OAV's gonna be something on a much higher level then compared to the TV series.. though thats something that'll be interesting.
Does anyone know if Mitsumune Nobuyoshi is still doing the music?
