Yes, there will be both the 2 OVA's and the new season series from fall.

Both will be animated by SHAFT, so it will look different from the first anime series done by Xebec.

Negi is up late reading a book on magic. Asuna takes it away from him, telling hin "How long are you going to stay awake? A child must go to bed early". "Give it back! This doesn't concern Asuna-san!" retorts Negi, to which Asuna shows her displeasure. On top of all things, Negi unleashes a sneeze, blowing Asuna's clothes off, completely exposing herself. Naturally, they both start a fight.

Three days later, Negi is in the private jet of the Yukihiro family. Ayaka, concerned about Negi's recent bahavior, invited him to a trip to the southern islands. However, the information was intercepted by Asakura, resulting in the entire class tagging along for the ride.

The reason why Negi was in poor spirits was the fight with Asuna three days ago. Despite his repeated apologies, Asuna has not forgiven him. Even in the plane, she has been ignoring him.

Upon approaching their destination, everyone from the class performs a sky dive down to the beach. Upon arriving at the beach, everyone starts playing around, but Negi is still concerned about Asuna, and is in no mood for fun. On the other hand, Asuna has been spending time blowing beach balls. Despite the urgings of Konoka and Setsuna to reconcile, she refuses to move.

Upon learning that the reason for Negi's dejected state was his fight with Asuna, Ayaka and Chizuru set up a ploy in which they pretend that Negi is attacked by a shark, hoping it would provoke action from Asuna. However, she learns of the farce, and just gets angrier.

At night, Negi finally realizes he lost the eye-glasses, given to him by Nekane, at the inlet. He had not noticed earlier as he was preoccupied with his emotions regarding Asuna. Ayaka promises Negi that everyone from the class will search for it in the morning, and tells Asuna so. "You've always acted awkwardly from before. You've forgiven Negi-sensei, haven't you?"

Asuna, stricken with the responsibility that Negi lost his glasses due to her sake, looks for it in the sea at night. At morning, Negi wakes up at the presence of people at the balcony, where he finds his glasses and Asuna. "I found it by coincidence as I was swimming" she said. Negi expresses his thanks. Asuna invites Negi for a swim. "Don't say that it doesn't concern me. I'm your partner, after all".

Suddenly, a submarine appears. Riding it are Negi's students, who were searching for his glasses. Ayaka, upon seeing Negi and Asuna reconcile, lets off an envious remark, "Next time, it's my turn to fight Negi-sensei".

Okay, so apparently these two episodes will be an OVA shown at an event.
The staff is completely Pani Poni Dash! which is definitely worth seeing.
I believe that this is also the precursor for the second anime series, so it looks like Negima! is still on the move.

Neither are to be broadcast but shown as OVAs at special events this spring/summer. I'm assuming they're going to release the damn things at some point, possibly as "hype" near the start of the second season??

Yeah, I have to admit I like those pictures of the art designs better than some of the earlier ones, maybe it's just the perspective .. won't really know I guess until I see it moving, but I like that art a lot.

The official site for the Negima!? second TV series has opened. Not much info save that broadcast will start from fall, and that an event will be held on September 17, probably a pre-screening of the new series plus the premiering of the Summer OVA, therefore my posts of above may help complement it.

The limited edition of tankoubon volume 15, to be released on August 16, will contain a DVD of the digest version of the Spring OVA.

The new designs by SHAFT and the original based storyline may draw the ire of the Negima! manga purists who weren't content with the first season, but it looks like the new Negima will be one of the main attractions for the hot fall season.

I've got no problem with art style differences if they keep the animation quality decent and produce a story that makes an iota of sense (even if it involves blenderizing some of the manga story arcs).

Personally, I don't mind original stories and blenderizing some tales. I'm fine just as long as Shaft remembers to include
