And if this theory really proven, then it is likely that the original Huckebein are a group of people who feel tired due to their pride trampled upon, so that they are willing to use all means to clear their good name, even had to get rid of anyone who interfered with their affairs, including the Bureau though.

I can`t think of anything good of those weapon builders. At best, a necessary evil. Good luck at changing my mind on that. A little thing, why would Veyron and Arnage asked Marky for who he was working for if it was always Vandis ?

Wasn't there a timeskip of sorts in the manga? Or maybe GoD takes place laterish in the Force timeline, since Thoma still has to meet with Einhart, I believe.
@Koveras Alvane: In the Gears of Destiny (The 2nd PSP game) Vivio gives a year and Thoma says that he comes from 3 years after. Hence Raiser reasoning.

He comes from the current point where he's training. It did skip 2 months I think after he was rescued. I suppose it is possible that everyone's birthdays had passed between that time, but Thoma specifically says the Vivio he knows is 13, but right now in Vivid she's only 10.
Edit: Wait, she also says that Thoma is 3 years older than her so I guess he is 16 now.
