Two romantic comedies spring to mind:
Toradora! Very real and likeable male lead gets mixed up with a short Tsundere who really undergoes some character development. The whole series is forgive the pun, Toradorable. Ah! My Goddess(TV) Nice, smart college kid makes a fateful phone call, and reaches the Goddess Helpline and the heroine shows up to grant him a wish. Thinking that he's being pranked, he makes a really outrageous wish, and romantic comedy ensues. |

For romantic comedy you can't go wrong with Lovely Complex. Such a sweet, lovely little series with a super cute couple and a satisfactory ending.
Other suggestions: Cross Game: has some quality drama, great comedy, excellent characters and a light-hearted high school romance. Fruits Basket: I hardly remember about it, but it's like a classic in the shoujo genre. Chances are you've seen it already, but if you haven't, do it now. School Rumble (3 seasons): very fun and cute series, awesome characters. And I believe it has a happy conclusion. Otome Youkai Zakuro: a recent series, romance is not really a focus but it's the better part in the story imo. Also, I second Toradora!, very cute and heart-warming series with a great ending. (Oh, Toradorable indeed!)

If you're open to a bit more serious story that includes romance and comedy, I'll suggest REC.
Nodame Cantabile is another excellent show that includes comedy, romance, and drama. It's set in a college-level classical music conservatory. You have to watch the sequels to see how the romance plays out.

Toradora is the most obviouse choice.
Chobits is not a bad choice either though female half is not human... Kami nomi zo Shiru Sekai is a good comedy/romance but different from standard since main male dates many girls, not just one and yet you can't really call it a harem. Love Hina is a bit of a harem but still good and enjoyable though manga is better since it goes further and has better development.

I 2nd everything mentioned so far, all pretty good romance comedy shenanigans, especially Lovely Complex, thats a really good show.
Let's see what I can muster up. Tokimeki Memorial ~Love Only~ - A anime based on a online game. Now it's not for everyone, it's rather cliched as hell but I found it oddly charming for some reason. A rather forgotten romance comedy series. Megane no Kanojo - A series of 4 different OVA stories. 4 great little stories of romance and comedy about gilrs with glasses. Very nice little series. Bakemonogatari(?) - lol this is totally different from what you're looking for regarding the likes of Kaichou wa Maid-sama, etc. but it's a brilliant series none the less and worth a look. Altho be warned this is def a series thats not for everybody. You could always check out all the the Visual Novel adaptations around, they tend to be comedy romance but they also tend to be abit mediocre on the whole but then they also like throwing curve balls at ya

You should watch:
Elfen Lied- That show had me laughing so hard that I had trauma for years. The OP is especially funny ^^. Here and there, now and then- Ahh, who wouldn't find it funny watching a kid stick to his moral values like a .....naive kid! I'm just kidding, here's a true list below Tona Gura Mahoraba Karin-The Chibi Vampire Fruit Basket- Not really a romance (in the anime) but good nonetheless Hajime No Ippo- Read the manga, its the best, its funny but the romance takes the back seat To Aru no Majutsu no Index- No romance (funny) but there's alot of tension ^^(romance wise, well its just me lol) Zero no Tsukaima Shakugan no Shana Hanbun no Tsuki Ga Noboru Sora- Theres a bit of comedy but it is solely focused on romance Kare Kano Clannad- I just love the blond guy, hes freaking hilarious! Honey and Clover- it may start slow, but the first 2 episodes, its awesome (2 seasons) Edit: Gah, how could I forget, Midori No Hibi (Midori Days). Recommended I got tons but if you want to know more, just pm me. Edit: Forgot to mention I second the following previous recommendations: Cross Game Tora Dora School Rumble (Recommended!!!) Love Hina Seto no Hanayome REC
