Just my guess, is that in case someone recognizes them there aren't any weird questions like "why is the Railgun in a different School's uniform?" they did mention them going out to test the personality files or some such.

It is a side-story, not a prequel. Only the first few chapters were the prequel. Some of chapters even show the scenes from Index (with some changes of course)

I'm starting to realize why Mikoto has such a maturity level.

Mikoto never had close friends before or a sisterly figure as such. Sure she has Kuroko now but Kuroko as she admited to Touma she just barged to Mikoto's life. But not close enough for Mikoto to tell personal things.

Where as the Sisters sure they have bits of Mikoto's childlishness but in a way they are a bit more mature than Mikoto. They have each other.

anyone think that the 2 elementary school boys teasing mikoto look alot like the 2 in Kyō no Go no Ni?? couldnt help but notice the similarities.

Mikoto met the Gothic lolita exactly 10 days before Touma met an Imouto.
Mikoto heard a lot of rumors about the experiment, but only during the current events of Railgun did she find out that the rumors were true. Furthermore, if Mikoto knew about the Sisters before Index started, she might have been dead now. She would not allow so many sisters to die till she takes action.

the experiment had been underway for quite some time, as the sisters juxtaposed #´s are their serial numbers, so quite a few should have died before her, misaka didnt know if the rumors were true or not, in particular, when she met touma in index she already had vast knowledge about the sisters ;/
