Something puzzles me in this episode.
Remember the Swimsuit Maid Café part ?

I'm wondering about this girl :

She is seen with Viletta and the other girls from the swimming club during that scene.

Who is she ? Is she Meeya ?
She certainly looks so.

They share the same ... hm, assets, and the haircut is a definite match, except for the color.
Is that Meeya with dyed hair ? Or another character ?

It's another character. This is common when it comes to anime characters; remove their hair and change the color of their eyes and a lot of them look the same (when compared to other characters from the same show that is). Main characters and supporting characters with a lot of screen time often have a few things that make them unique but when it comes to characters that only appear a few times (or even just once) they won't be getting the same kind of treatment from the one designing them. It's often as if they come from the same mold and clothing, hair and eyes are the only things that really differ.

I know what you mean and I'm pretty aware of that ... as you say, it's quite common. Could be a tangible explaination.

... but that's still a lot of coincidences, don't you think ? Not only is the haircut the same, but do you really think they would use the same character design TWICE within the same club ?
Having two large breasted characters with the exact same haircut and goofy attitude within the swimsuit club is a bit fishy, especially while they could have used a different design altogether.
Why not use Meeya instead since she had the exact same caracteristics ?

Oh well, maybe I'm thinking too much

that is one explanation.

though if I were the creators, I would've made Vile's face more twisted and hatwful... Damn do I get a kick out of that.
