Ah, from the kanji I would say that 'people/tribe who know how to ride horse' literally. I also ask a person about this and what I get is the same (the gist of it). Thus, I think you can just say it is nomadic tribe. (This is just the "騎馬の民" part)

As has already been stated, basically a nation/tribe/people of horsemen. Only reason I'm chiming in is because "騎馬の民" is actually also the Japanese translation of the French novel Les Cavaliers. So translating it as either "The Cavaliers" or "The Horsemen" would be fine, as long as the "the" is in there.
