so how do the fight between nanoha and fate end? was it like in the tv version with fate knock into the ocean or did something else happen

Between Nanoha and Fate, I'm betting the same ending. Only difference is Nanoha's raising heart has a more disasterous effect when a city is the battle ground rather than the ocean.

2^ If something wild like that happened, both would be out cold. Nanoha got through the battle and still managed to give Fate a soft landing rather than let Fate crash to the ground below.

I'm also betting that Nanoha catches Fate sooner instead of like what she did in the original, letting her fall into the ocean before flying down to get her. Because, you know, it wouldn't be pretty if Fate went SPLAT on the hard ground of a busy city.

Fate falls into the ocean and Nanoha grabs her and lays her on some grass.

Apparently when Nanoha uses her STB, all that's left is the ocean.

But.... I thought they were fighting over Nanoha's home city, and it was in a barrier to protect innocents? That's what I remember hearing about it last. So how could it be flooded?

We're talking about a movie that was only changed so that it looked "cooler" by sacrificing the interesting secondary characters. Sometimes overuse of the "Rule of Cool" works, ie, Gurren Lagan. But not in a Nanoha series, when we expect more of a plot. Then again, it's a rehash of the first season, and if they were dead set against making any plot changes, they needed to overuse the Rule of Cool in order to make it somewhat different.
