We already knew they couldn't have fixed the rates alone. It takes a minimum of five banks to reliably influence the LIBOR (4 to act as outliers, 1 to be counted in the average).

That's a start. How far they will take it remains to be seen. When I read the fine on Barclay (450 mil), all I could think was how much Barclay made, minus the 450 mil? Wall Street Journal published a small article back in 2008 on the LIBOR issue. You may will need to log in to your account. I'll see if I can find an alternate source for the article.

edit: Here is a PDF Link for the above. The article is pretty much about the whole LIBOR's becoming unreliable on how these rates are being set up. British Banker's Association told at the time that they were "investigating." We now know where that lead to....

Honestly speaking, I don't think the effect will be as large since the world finances are no longer centered around the LIBOR-dictated currencies anymore. I bet Merkel is rubbing her hands in glee like a penguin if the EURIBOR kicks in to temporarily replace the LIBOR.

450 million? That's it? Didn't a bank recently lose 2-5 billion and just shrug it off as no big deal? Money clearly isn't enough to stop these people. They need to go to jail, every single one of the CEOs and higher ups, for 20+ years with no chance of parole.

Agreed the fines are worthless -- they just pass the "cost of business" along. There *has* to be personal fines and jail time levied against the individuals who made decisions or followed direction without reporting it to the authorities.

This is one of the fundamental *problems* of the artifact of corporation -- individual responsibility/accountability is shielded or buried. Corporations don't "make decisions", the people in them do.
