Hahaha, I just read the summary for this and it seems some hell of a fun xD. Too bad it's kind of dated (1995...).

Who are these Volgars? Do they have passports?

Assuming the OP meant vulgar comedy, the GTO and Zero examples have me scratching my head.... if we're talking pretty girls in sketchy situations and sex-oriented comedy, one might take a look at Nagasarete Airantou (one of this season's new series).

Hajime no Ippo has this kind of humor as well, especially when it involves Takamura, it's a great show.
