Question Please help identify this anime (Bicycle?)

A friend sent me this link to what is obviously an HK pirated anime, however, the film looks interesting and I'd like to know what it's really called (if not "Bicycle").

Directed by Kousaka Kitarou, this was Japan's animated movie submission to 2003 Cannes' Film Festival.

The movie was based on the manga "Nasu" which was done by Kuroda Iou. Basically, it's a bicycle story. Miyazaki Hayao really loved this manga and once remarked "this would make a very good movie." He gave the book to Kousaka Kitarou, who is a veteran animator for both Studio Ghibli and Madhouse. Mr. Kousaka decided to make Mr. Miyazaki's wishes come true and made his directorial debut with this movie.

I'm pretty sure that Mihiro Kitou-san (author of Narutaru) was involved in this project in someway too, I seem to remember reading somewhere that he is a very keen cyclist and really wanted to help out. (I might be mistaken though....)
