It's the rallying method for We Who Don't Have Many Friends! But more seriously, as you might expect from the person who started it, I don't see anything sad about it. Nomination trading is a common and natural occurrence in contests run by another community I visit. In ISML, everyone is given 12 nominations to do what they want with. Keep in mind it is a trade. If I want to double my nominations for characters I support, I can only do it for half as many characters. If I want to trade everything away, it can be for just one character. My total nomination power is 12 like everyone else.

So if you abide those rules, then why would you go and kinda cheat the system in such a way?
Casting multiple nominations would be cheating. Convincing someone to nomination a character you support isn't.

I tend to go for the characters that I think will make the competition the most interesting, rather than ones I think are the most moe. I think it would be fun to see the im@s girls in ISML. These aren't necessarily my favorite characters from im@s, but there are way too many girls in this show and these would probably be the strongest ISML contestants.

For some reason I just don't feel the moe from characters showing up in moe-animes.
I don't know why, but characters from shows that have more going on besides that, have a much bigger impact on me.
Is it moe overload, or just that I'm bored with the series which makes the characters feel bland...?

From data I've collected on this board and the ISML forums (48 nominators), here are the Top 66 nomination getters:

Homura takes first place with ease. I'm quite surprised at the amount of nomiantion support she's receiving.

Kurisu also ends up quite far ahead of everyone else. After her loss to Aria in an exhibition match, I didn't expect her to be this popular.

Sena would have been my guess for highest nomination count and she comes in at a distant 3rd with only 1 more nomination than Yozora and only 2 more than Kobato. I wonder if some people here opted to not nominate Sena because they thought she would get in easily. Madoka and Kyouko from Puella Magi Madoka Magica fill out some of the other top slots along with Erio and Ika-Musume.

The Stella character with the highest number of nominations in my sample was Kawasumi Mai. This is due a bias in the sample. The real highest nomination getter in Stella looks to be Sakagami Tomoyo or Holo.

Miki Sayaka seems to lack support relative to the other Puella Magi.

Not on the list is Kanzaki H. Aria with only 2 nominations from the 48 nominators. Maybe she's just not popular with the nominators on the boards I looked at but I expected a bit more from her.

We can handle some simple typos. It is the intent that counts, not nit-picky spelling check.

You have to expect selection bias in favor of Kurisu , since she reminds people of our commish .

The nomination results for past years are all on the website, you know.

For 2009, the cutoff was 87. (That means the last entrant had 87 nominations - everyone with less did not get in)
For 2010, the cutoff was 31. (several characters were tied at 31, but only some of them got in)
For 2011, the cutoff was 93.

2009 used a points system. You were given 8 nominations total and they were worth 10, 8, 6, 5, 4, 3, 2 and 1 point. 9 people giving a +10 would have been enough to get a character into the preliminaries.

Older characters needed some more loving, so I gave them some (though few are relatively new). I do like that the new grouping system is will give these old timers a better chance to get into the preliminaries/robin rounds, but I fear that with so many strong characters in the Stella division already accepted as well as to be accepted, I have to wonder how 'better' their chances will be.
