I'm not sure what its based on, but an anime of 26 episodes was broadcasted between 1968-1969: Anidb.

There's also a manga that was published under a shounen comic imprint in 1994 and 1995 called: 妖怪人間ベムＲＥＴＵＲＮＳ (its a 5 volumes shounen manga).

And another manga was published under a seinen comic imprint in 2002 called: 妖怪人間ベム, here's the cover for this manga:

Three monsters, Bem, who looks like a gangster, Bera, who looks like a boy, and Bera, a witch, act as agents of justice, hoping that they will be allowed to become human.

Of interest, there was ONE OTHER anime before this. Though hopefully Sony rereleases it once this begins to air. (The DVDs out of print, even though Sony's site still lists it)

I think it's a case of two series with the same name. One seems to be yaoi, the other a harem... The anime seems to be based on the former.
edit: The harem series is Gakuen Tengoku, written entirely in kanji which is translated as Gakuen Heaven, while the yaoi is Gakuen Heaven with heaven written in katakana. So the titles are different in Japanese, but when translated to english...

Yeah, I was wondering which Gakuen Heaven they were animating, too... but it's definately the yaoi game.

The PC game it will be based on is "Gakuen Heaven: Boys Love Scramble", which is a yaoi game. Official game site here, but since it's an adult PC game site I warn you that there might be adult content.. ^_^; Lots of famous voice actors...
