"Connection refused" errors

I've been getting this error on all torrents in the last 24 hours. At first, I thought it may have something to do with the new USR Faxmodem, but the problem still remains. I'm using BitTornado 0.3.8 with its default dialup/ISDN settings.

Usually, when you get a "Connection refused" error it means that either the tracker is down or just busy. There is nothing you can do about other than keep trying.
