White Heart has 2 sisters, Ram and Rom... you are 100% correct.

Reason: Ram and Rom are friends at first, before becoming sisters. Just that Rom has the power of Innovator(Setsuna)...(Hence the Trans-am Raiser joke.)

Ram is the caretaker, and Rom's friend. Since Rom in the other universe is weak, she will be seen with Ram there.

Now if Compile Heart picks up references to mahjong in an event, I would so...

Well, Rom is more loyal to Haruyuki than Accelerator. The chubby guy has the essence of a REAL Gundam (Not a gundam pilot, a Sangokushi Gundam who is based on the RX-78) whereas Ram also has a REAL Gundam spirit which is already taken by Falcom.

Falcom: Don't follow Accelerator Ram, you will live longer
Ram: But, Accelerator is so powerful in that gundam, I will do anything to be like Rom! I WANT MY OWN GUNDAM!

FYI, Ram piloted a look alike 00 Qanta(Transformable) before(VA Joke, the unit can destroy a planet.). If you want the world not to be destroyed, don't say bad things.
