Are Mayumi, Mari and Katsuto all ignorant of the fact that Tatsuya is a SCM? I would have thought that Katsuto as a clan head would be aware of that fact and a little more reluctant to let such an asset leave the country.

Uhh no, only a select few would ever even know about that.
Katsuto in that respect is not that important to be in the know for that. That's like Masaki would know too or his father. Same with Saegusa.
