episode 12 came out december 24th and 13 came out january 9th theres usually a 7 - 8 day time spand when the subbed epis come out so it should be out today which it isnt or tommorow maybe i hope x.x but yea just look when the epis first come up on the site u watch em or or dl them from and you can find a time spand and estimate ^.^

this question has been bugging me ever since wilhemina was introduced. why does she say "de arimasu" all the time? is it to pose a question or just a quirk in her speech?

The English dub has Wilhelmina use "indeed" as her replacement for "-de arimasu".
So basically, "it is".

It's not just "arimasu" though, she keeps switching between a bunch of slight variations, like "de arimaska" or whatever it was. Are they all exactly equivalent, or is there some subtle reason to choose one over the other for a given situation/person?

They are all different versions of "desu" and work the same way.

de arimasu=desu
de arimasu ka=desu ka
de arimashita=deshita
etc.
