See Kotomi's arc, for example.
People talk about Strike Witches, but compared to "Kotomi's arc", Strike Witches has a great plot.

Also, no, I consider all of those characters to have a decent level of intelligence. Now some of them may do silly things at times, but not like Uguu~ or Fox-chick (both of whom I love, btw ^_^ )...

Nope not a spoiler. Fumina only ever came 1st eps of SnS2 IIRC, and she exhibited the Tuxedo Mask syndrome. In other words, you'd be an idiot not to know she is Hecate, because if she acts like her, talks like her, AND looks like her; then hot damn, she IS her.
