How do I convert a VFR file to CFR?

I have some Death Note .mkvs which are VFR, and I need to get them into CFR. I'm a complete newbie to this, so any assistance would be greatly appreciated.

Why do you need to convert it to CFR to begin with?? This just seems like an unproductive task if you ask me.

In HandBrake choose "23.976" as framerate and "Constant Framerate". And no, you can not convert VFR to CFR without re-encoding.

Well asking (stupid) questions without context then proceeding to act like an asshole to someone who might have helped you, given some clarification, while all at the same time being "a complete newbie to this" on an internet forum which (was) trying to help you also seems just a tad unproductive.

So does asking a stupid question then bitching when someone calls you out on it.
You just asked how to do something stupid. You shouldn't be surprised if someone asks you why you want to do said stupid thing.
