Idk. I'd hope not, because there's so much potential for a great fighter if you take the now 13 characters from Episodes 1-4 and then add say, another 10 like OMK1 did with Chiru. 23 characters would be keep the game pretty interesting.

If they add Bern and Rena, along with maybe Maria, Gaap, and Lambda, the only Chiru characters I can fathom being in it are Erika, Dlanor (with assistance from the rest of Eiserne Jungfrau), and Will (assisted by Lion, perhaps).

I see Burnkastel, Lambda, Erika, Dlanor and her girls, Will with Lion, Kyrie (episode 7), Gaap (episode 7), i'd say MARIA, but I have no idea what she'd use.
With the 1.5 characters added in, that's:
Battler, Ange, George, Jessica, Beatrice, Lia, Gaap,Lucifer Ronove, Burnkastel, Lambda, Erika, Dlanor, Will, Kanon, Shannon, Rosa, Kyrie, EVA and Siesta410. Throw in a bonus unlockable Sorcerer Battler as that's a clean 21.

MARIA special moves(just ideas):
Summons 556, who shoots the opponent akin to that of an assault rifle.
Summons a toy army.
Blows open the enemy's chest/Twists his/her head off, etc.(see Ep 4)
Throws a bus of bullies at the enemy.
Lvl 2 Super: Traps the enemy in a red barrier which shatters around him/her and shoots the fragments at him/her.
Meta Super: Summons a a giant tea cup that turns you into candy.
EDIT: Also, I'm quite interested how Rosa's fighting style is going to play out without Maria(if Maria won't be with her).

Bits and pieces of that probably would make a nice fighting style, actually. They managed to pull a few random things for ANGE, so I wouldn't doubt they'd do some neat things like this.

I personally would like to see Zepar/Furfur as a recolored same playable character. Movelist:
Blows cloud of perfume which stuns.
Throws golden butterfly brooches like ninja stars.
Grabs them by kissing them.(Does damage because of the gender bender.)
Does a graceful balerina spin which makes small hearts pop out.(Also a counter.)
Lvl2 Super: Hit,hit,hit,kick,kick,hit, blow kiss makes a small heart blast them back.
Meta Super: A curtain closes and you hear a deep voice laugh eerily. (Like Ronove.)
