Maybe because Lacus already got to him? And besides, It's clearly seen in SE1 that Kira never expected to have Freedom back, nor did he expect Lacus to give him Strike Freedom.... are we forgetting.....

Plus, with the way Lacus toyed with Athrun during the battle of Orb, can we still say that she's off the hook with Manipulation? She practically prodded Athrun to submission...
