1) On the moon server obviously are monsters (how do you think Shiro could rise Roe2 on lv.90?)

2) From what Onee-san said, adventurers wasn't even supposed be there originally, so even if it's possible they are more lucrative than Landers (and we don't know that yet), they are not original target.

The moon server is the test server, and there is a massive underground dungeon teeming with monsters for testing purpose.
