I think the othe one was better.
The only problems with it was the quality, it seemed you tweisted the image into an avatar and the timing was a little off.

This one uhh, I honestly don't feel there's any composition in it. She's cute in the scene tho' so I'll give you points for that 9/10

^.^ It's better but the timing, or maybe the layer order. It's flowing and stopping abruptly, makes it look choppy in my eyes.
Sometimes reordering the frames in a random order fixes it by giving the impression that the hair is flowing in a big wind sometimes~

n_n Overall the workmanship’s looks good, but I can't shake the feeling that you modified the original dimensions a lil', as a Haruhi fan it gives me the feeling that you get when someone is scratching on glass, making that shriekkking sound.

jedinat: hmm.. are you entering the gif market too? By the way some errors there. First, there's a double frame (#2 and #3), second: the timing for the "motion frames" (0,2) is too high. Third, since they're not much frames, you could give a return loop, basically copying/pasting the transitory frames and reversing them. Fourth and last, the time for the "paused frames" (first and last) seems to be a bit low, remember that a sequence repeating too fast is usually annoying.
This gif wouldn't be sufficient, but bonus for trying and the subject is cute too 6/10
