The problem is that deviant behaviour/ attitudes / ideas do have a negative effect on the world at large: They threaten to disintegrate social groups (masses) by undermining the behaviour/ attitudes/ ideas they all share and which they have established as ethical norms. That is the negative effect for these people. And they will have the power to retaliate against any such perceived attack, be it informally or formally/ legally.
