I'll take a stab at this one. Fate is outside Nanoha's hometown (or the city in question) above the water and unleashes the jewel seeds she has in her possession (somewhat similar to Ep 9) the power causes a tidal wave flooding the city prior to Fate and Nanoha's battle.
If the city only had flooding trouble and nothing else, then starlight breaker wasn't responsible for the city's destruction (if the buildings are still standing that is). If anything else gets destroyed in the city, Nanoha's got herself a very dangerous weapon. (If my theory is wrong in any way, I'm just the messenger )

back on topic, yeah flooded city? i thought i saw that, but I'll remain curious until i see it for myself. I mean they seem to use similar barriers as that from X/1999 That's an idea to foist into your mind :P

Yeah...Arf just seems to have gotten used to her human form as a way she likes to be in, maybe because she's gotten used to being "family" for Fate in a way Zaffy wasn't among the Wolkies until Hayate came around, so his use of human form seems to be strictly task-oriented (and since in StrikerS he does laundry in wolf form despite it being a job where opposable thumbs would seem convenient, one suspects he uses human form only when the task demands it).
