That's because the anime Railgun is usually a changed and adapted timeline compared to the manga and novels. It basically had Mikoto and Kuroko meet Uiharu and Saten sooner than previously.

According to the DVD release schedule reviewed by relentlessflame, the show will indeed go for 24 episodes.

I'm not 100% on this whole thing.

So this "city" is highly advance and most people there have esper powers and are registered into a database. They also seem to have a relatively high standard of living with no protests or problems from the government yet....

1. They still got powerless thugs who go around preying on little girls

2. Crminals who use their powers for other purposes, wouldn't it make sense to rob in another city where they don't have "Esper police?"

3. Terrorist attacks....I mean I'm a little confused there.

Because... it's fiction? xP Besides without the thugs, criminals, and terrorist attacks, I'd probably be throwing off this series away seeing as there's nothing that will make the characters interesting. Even though the characters have cool powers, but if there's no one to use it on, what the point?

I recall something that espers can't use their abilities outside of Academy City, but even if that's case, that will make you wonder why, in or out of the city, you'll still be considered a criminal if you use your esper powers for bank robberies... xP

As for number 3, it's still being developed, if you're watching the anime, just be patient. xD

Yeah but aside from the "eyebrow" girl and the "bomb" boy there's nothing that interesting yet. Though the bomber is interesting but I'm finding it a chore to keep watching this series to where it's going.

Well they better start picking up the pace.
I dunno if I should suggest to you the Railgun manga, but if you're really impatient, this is the road where people usually go for... You can also take note of what are the changes between both if you ever decide to read the manga...

Railgun anime is moving slowly, but, according to the manga, it will get better.

I'm expecting a deeper perspective about the Accelerator's project. I'm sure it will bring a gloomy aura and will get benefits from Misaka's feelings.

So I think it's the calm before the storm.

Getting in or out of the City is a bother because of the heavy surveilance and check points.

Not that it stopped magicians before.

Espers can certainly use their powers outside the city. Or the Misaka network wouldn't be spread around the world.

I'm pretty sure i read somewhere that use of powers out side of acadamy city is prohibited. it's not that they are unable to, it is just that they shouldn't.

well, what city doesn't have it's own fair share of scumbags?

Powerless thugs exist everywhere, no matter how 'advance' a city is, crime never dies.

Not so easy to get out of the city once you're in the system.

Security is pretty strict about it.
