I think it's more accurate to say they can outsource backgrounds to top-notch companies when they're given a decent budget.

J.C. Staff does seem to have a decent background department on its own. From what I found, J.C. Staff Art Department and Echo Animation have been doing the big hitters for J.C. Staff like Index, Railgun and the latter two seasons of Shana among other more recent works. J.C. Staff Art also did backgrounds for P.A. Works series like Angel Beats, Hanasaku Iroha and Tari Tari. To be fair, though, J.C. Staff Art seems to be a newer addition or offshoot to the studio based on how few their works are.
